This effect is the result of two simultaneous events: 1) The sky was overcast and threatening, but a break in the clouds opened up behind me 2) The sun reflects off the downtown office towers only during the week of the vernal and autumnal equinoxes, and even so, this effect lasts for only a couple of minutes. Behold - Nature and Man joining forces to create this dazzling ephemeral display.
